Is the advertised banner height measured from the base, or is it the size of the flag itself?

The advertised size is the overall height of the complete display, measured from the base (ground) to the top of the flag when it is fully assembled on its pole. The printed flag face itself is slightly smaller than the advertised height, because part of the total height comes from the pole and base.
This applies to all feather banners, teardrop banners and rectangle banners. For example, a Medium Feather Banner 3.1M stands about 3.1 m tall from base to tip, with the printed flag slightly smaller than 3.1 m.
